Committees of Council

The Local Government Act 1993 (‘the Act’) is the legislative framework that outlines how Council can exercise its functions in respect to the operation of a wide range of community services and facilities.

A key section of the Local Government Act relevant to the delegation of authority by Council to Committees is Section 377.  Section 377 provides that certain functions may be delegated to a committee and also outlines which activities Council cannot delegate.

Standing Committees

Standing Committees are comprised of all Councillors.

Standing Committees provide forums for Forbes Shire Council to discuss and establish policy directions related to the committee’s purpose and make recommendations to ordinary meetings of Council. The standing committees of Forbes Shire Council, each of which has its own Terms of Reference are:

Economy, Finance, Infrastructure and Services Committee

The purpose of this committee is to consider matters related to finance, infrastructure and Services as relevant to Council’s IP&R actions as defined in the Community Strategic Plan.

Meetings
This Committee meets bi-monthly on the 1^st Monday of the following months: February, April, June, August, October and December.

Section 355 Committees

Section 355 Committees are chaired by a Councillor and provide advice and make recommendations to Council regarding specific services, Council projects, facilities or community issues.  Council’s Section 355 Committee are:

Aerodrome Advisory Committee

The purpose of this committee is to consider matters related to the development of the Forbes Aerodrome as relevant to Council IP&R actions as defined in the Community Strategic Plan.

Meetings
Two meetings per year or as required.

Audit, Risk and Improvement Committee

The purpose of this committee is to review the following aspects of Council’s operations:

(a). Compliance;

(b). risk management;

(c). fraud control;

(d). financial management;

(e). governance;

(f). implementation of Council’s strategic plan, delivery program and strategies;

(g). service reviews;

(h). collection of performance measurement data by Council; and

(i). any other matters prescribed by the regulations.

Held on a quarterly basis.

Events and Tourism Committee

The purpose of this committee is to advise Council on strategic matters relating to events and tourism from the economic, planning, services, infrastructure and community engagement perspective.

Floodplain Committee

The purpose of this committee is to advise Council on floodplain matters relating to development applications.

Heritage Committee

The purpose of this committee is to advise Council on strategic matters relating to heritage from the planning, infrastructure and community engagement perspective.

Delegates: Crs M Herbert, G Clifton and J Webb.

Saleyards Advisory Committee

The purpose of this committee is to advise Council on strategic matters relating to the Central West Livestock Exchange.

Delegates: Crs G Miller, P Miller and J Webb.

Held bi-monthly.

Tree Committee

The purpose of this committee is to advise Council on strategic and operational matters relating to the management of trees in urban and parkland settings in the Forbes Local Government Area.
